As a result of research conducted for the Office of Economic Opportunity (OEO) regarding opportunities in the job market, this report includes: (1) a description of the policy and program recommendations suggested by research findings, and (2) a synthesis of research findings applicable to OEO, particularly highlighting their relevance to policymaking. Research findings are presented on such topics as manpower program evaluation, youth employment opportunity, labor market impediments facing disadvantaged workers, effects of national policy on the poor, and race differences in income. Policy implications are organized into general anti-poverty programs, youth programs, and programs for further research. (Author/GEB)
