Concepts of internal agency structure and operations, agency-company relations, and agency-enrollee relations, with recommendations for their implementation, form the three main sections of this handbook developed for manpower agency administrators, supervisory staffs and program planners. It is designed to aid those who organize and develop in-agency training for operational staff and to introduce operational problems and procedures that are basic in operating a manpower agency for the hard-to-employ. Key developmental concepts, based on research findings, are structured with operational objectives, policy guidelines, benefits to the agency, and practice principles (specific prescriptions on what needs to be done and by whom, how it can be accomplished, structures and resources needed to accomplish the activities, and foreseeable difficulties).
