A Model To Address Design Constraints of Training Delivered via Satellite. Study Number Eight.

This document: summarizes how some companies are addressing the design constraints involved in using satellite technology to deliver training, presents a model aimed at examining cost effectiveness of the satellite option, and includes a guide to designing instructional materials for delivery by satellite. A survey of 39 organizations, 12 corporations, and 27 universities provided the data on companies' use of satellite technology, and the data were synthesized using the Subject Matter Analysis technique. A review of the literature resulted in the model. The major finding suggests that there are three major areas of design constraints (presenter, receiving site coordinator, and general logistics) on producing and delivering effective presentations by satellite, the importance of which practitioners are able to rank order. The model developed by the study begins with the program decision, ends with a post-training evaluation, and includes all three areas of design constraints revealed in the survey portion of the study. (The handbook for trainers, appearing as an appendix, addresses what to do about those constraints and includes two worksheets for calculating training costs.
