Homelessness: The New Hampshire Response. The Final Report and Recommendations of the New Hampshire Task Force on Homelessness.

This report presents results and recommendations of a two-year study and information-gathering effort by the New Hampshire Task Force on Homelessness, in compliance with the charge of the State legislature. The report is comprised of five sections. Section 1, "Introduction," presents an overview of the Task Force and a report on the State's Emergency Shelter Grant Program. Section 2, "New Hampshire People Who Are Homeless," describes the results of efforts to understand and document homelessness in the State and is divided into the following parts: (1) community public forums; (2) surveys of emergency shelters, local municipal welfare departments, and other agencies; (3) interviews with state agencies; (4) other indicators of potential homelessness; and (5) a summary. Section 3,"New Hampshire Exemplary Efforts," summarizes model responses of 15 communities and organizations within the following categories: (1) city welfare offices; (2) loan funds and rent/security deposit programs; (3) emergency shelter programs; and (4) special programs. Section 4, "Summary of Existing Problems and Recommendations," poses five key questions concerning homelessness and offers 25 recommendations for action and funding. Section 5, "Appendix," lists programs, organizations, and services in 10 categories and provides addresses, telephone numbers, contact persons, and other relevant information.
