Part of a 13-volume series designed to help Lutheran communities assess the feasibility of starting a Lutheran elementary school and to assist ongoing schools in current operation, this volume focuses on legal requirements affecting Lutheran schools. The first part deals with Lutheran schools under law and begins by touching on parental rights and responsibilities for choosing their children's education. State laws affecting private schools are then outlined, including laws concerning state approval, compulsory education, public support, tax exemption, and other school issues. Part 2 concentrates on the responsibility and liability of the congregation, board, principal, and teacher in the Lutheran school. Concerning the responsibility of the board of education, this section touches on the Family Educational Rights and Privacy Act, nondiscrimination on the basis of race or sex, due process rights, and the copyright law. The concept of negligence is explained and related to the liability of teachers and principals. (JM)
