Executing Quality describes the perceived process experienced by participants while engaging in Keystone Standards, Training, Assistance, Resources, and Support (Keystone STARS) quality rating improvement system (QRIS). The purpose of this qualitative inquiry was to understand the process of Keystone STARS engagement in order to generate a substantive theory based on the perspectives of the participants involved in QRIS implementation. The constant comparative method of data analysis guided the continuous data collection, coding, and comparison of codes that resulted in the development of a substantive theory focused on the process of QRIS participant engagement. Three steps, generated from three core categories, 12 main categories, 27 sub-categories, and 180 concepts described the engagement process: "empowerment," "engagement," and "self-assuredness." Implications and recommendations included clearly delineating the roles of the STARS manager and technical assistant, addressing common misperceptions through the technical assistant, relying on participant input before implementing change to enhance buy in, providing an adequate public awareness campaign, enhancing the utilization of the PA Keys to Quality web site, and aligning incentives and supports with the actual cost of providing quality childcare. Executing Quality is helpful to practitioners, administrators, and policy makers in that it empirically conceptualizes how the engagement process takes place, allowing for appropriate changes at the potential points where the process breaks down.
