Designed for Washington State's decision makers and the trustees and administrators of the community college system, this report extracts information from the community college system's 1985-87 capital budget request and 1985-91 capital master plan to provide a brief description of the budget and plan. Introductory material discusses the inadequacy of capital funding for the community colleges, the importance of a reliable long-range source of funds for capital spending, and the role of the budget request and master plan in projecting needs. Next, highlights from the capital budget request and master plan are presented, quoting from sections on objectives, student demand, funding, and the 6-year (1985-91) capital plan. Background information and a summary of the capital master plan for the system are presented, noting the significant features of the plan and its objectives and offering information on student demand and enrollment forecasts; the impact of enrollment on facility needs; and funding through tuition, general obligation bonds, and other needed sources. Next, an overview is provided of the capital plan, including information on repair and renovation projects (capital renewal) and new-space projects (capital improvement) and on funding requests for 1985-87, 1987-89, and 1989-91. Information is provided on the projects prioritized for 1985 in the 1985-87 capital request. Finally, lists are provided of 1985 and 1987-89 capital projects. (HB)
