The Rhetoric of Policy Formation in Cordoba Education Reform

The purpose of this study is to explore education policies formation during two administrations (1983-1998) in the province of Cordoba, Argentina through the comparison of policy documents. The profound connections of the social, cultural, economic, and educational processes impact of Argentina's educational reforms during the last two decades of the 20th century are analyzed in terms of intervening variables which reinforced and/or hindered already widespread an existing tendencies. Critical discourse analysis offers the possibility of illuminating certain aspects of educational policies in specific historic moments. A comparative perspective allows exploring similarities and differences between political statements from two different governments and a number of agencies, in order to characterize general elements and particularities of Cordoba state education policies in the context of late capitalism and dismiss the traditional interpretations that conceptualizes these education policies formation as expressions of either neoliberal or progressive illuminism. The corpus of this study consists of a selection of recent educational policy documents at provincial state, federal and international levels.
