Implementing Change through the Creation of Graduation Requirements for Community and Service Learning

As school districts and communities struggle to increase civic engagement for their students, a medium-sized suburban school district implemented required community service hours as part of their high school graduation requirements. The purpose of this qualitative program evaluation was to investigate how the community service program was meeting its goals and to offer recommendations for improvement. This study was informed by a constructivist conceptual framework and the research questions explored how the community service requirement was perceived by students in meeting its goals of civic engagement, the development of a connection to the community, and the potential for involvement and volunteerism in their community. Data collection consisted of 10 students' written reflections, selected randomly from their graduation portfolios. Data were analyzed using a constant comparative method to code and determine similarities and differences according to the goals of the requirement. Findings indicated that the students benefited from their participation in the service program, wanted more access to high quality community service opportunities, and had developed a better understanding of their community and the needs of people in the community. The key finding from the data analysis showed a strong connection between program satisfaction and direct contact with the recipients of services provided by students. An evaluation report was created outlining specific changes in design, the need for identifying and vetting potential sources of high-quality community service opportunities, and the recommendation of a service coordinator position. Implications for positive social change include students' continued participation in volunteerism through the sustained commitment to the performance of high-quality service after graduation.
