Medicaid is the key source of health insurance for those who would otherwise have to rely solely on emergency rooms and public health clinics for services. This report provides an overview of Medicaid programs and the newly enacted Children's Health Insurance Program (CHIP), and outlines the implications of key program provisions for professional counselors and consumers. A state-by-state chart indicates if Medicaid fee-for-service direct reimbursement is provided for professional counselors, psychologists, and clinical social workers. The chart also provides contact information for the offices in all 50 states that handle Medicaid. Summaries of waiver programs that affect the delivery of mental health and substance abuse services are included for all 50 states.
