Critical Success Factors for the Implementation of PeopleSoft Enterprise Resource Planning in a Public Organization

Organizations of different sizes are changing their information technology (IT) strategies in order to achieve efficiency and effectiveness in today's global economy and to integrate their internal and external information by implementing PeopleSoft Enterprise Resource Planning (ERP) systems. The literature has case studies of successful and unsuccessful ERP implementations. There are few empirical case studies that determined the critical success factors (CSF) that help in the successful implementation of ERP systems in public organizations. While many researchers have studied and contributed to the field of ERP, little research has been done that distinguishes PeopleSoft ERP implementations between public and private organizations. A case study of ERP implementation within the State of Delaware is presented and analyzed to determine which success factors were critical to the successful implementation of PeopleSoft ERP. The stakeholders' empirical data were analyzed using regression analysis; CSFs business plan and vision (BPV), change management (CM), and user training and education (UTE) had positive influence on the success of the PeopleSoft ERP implementation. After interviewing twelve stakeholders from different groups, it was found that all ten critical success factors had influence on the success of the ERP implementation. This paper provides useful insights to practitioners planning to implement PeopleSoft ERP in their organizations and also provides researchers with a foundation for further empirical research.
