Education's Fiscal Cliff, Real or Perceived? Public Education Funding during the Economic Downturn and the Impact on Public Charter Schools

The authors evaluate what impact, if any, the financial downturn had on the funding of traditional public school districts and public charter schools during the period FY07 to FY11 by examining all education revenues in Denver, Los Angeles, Milwaukee, Newark, and Washington, DC. The findings indicate that the majority of sites increased non-federal funding, and federal funding increases further improved the financial health for the majority of sites. However, the decline in nonpublic revenue (philanthropy) negatively impacted growth in total funding for 4 of the 10 sites, defined as traditional public and charter sectors in each of the 5 cities.
