Recent hearings have shed little light on how the federal government should restructure itself to deal with the mounting energy crisis. Individual viewpoints and personal observations are presented, showing a lack of consensus on the best way to accomplish this. Office of Science and Technology priorities toward a national energy policy are discussed. (BL)
