This publication is an update and expansion of earlier studies on the legal organization and administration of school districts in South Carolina. The treatment of this topic progresses from the general to the specific and includes detailed data about the geographical, organizational, financial, and legal aspects of the topic. The report attempts to provide each district with some perspective of its organization as compared to other districts, and also to identify the legal base underlying the organization and administration of school districts in the state. Section 1 contains background information about school district organization and responsibilities, and state legislation affecting school finance. Section 2 consists of a 27-page table showing organization and administration by county, district, and area; number of persons on boards of trustees, and whether appointed or elected; authority for school taxes; limit of bonded indebtedness; and mills levied 1978-79. Section 3 has summary charts comparing districts that show geographical identification; fiscal status; and data about intermediate, local, and area boards. (Author/MLF)
