Institutional Resource Requirements, Management, and Accountability.

A detailed resource management study was conducted at Tennessee State University, and resource management problems at other higher education institutions were identified through the exchange of data and studies. Resource requirements and management problems unique to black institutions were examined, as were the problems that arise from regional accrediting agencies and statewide coordinating bodies' attempts to compare and fund institutions as though they were the same. Methods employed by institutions to demonstrate and document accountability through the use of resource management reviews and studies were also examined. The following areas should be considered in resource management studies and reviews: classification of personnel, student support costs, distribution of clerical support, physical plant allocations, cost effectiveness in academics, space useage, equipment and travel budgeting, policy and procedure manuals, data base management, line of authority communications, management by objectives, grants administration and institutional support. Approximately 150 recommendations are offered. (SW)
