A two-part study was conducted by the San Diego Community College District to assess the post-automation impact of the Student Information System (SIS) on the cost of providing student services. The study first determined the service areas most affected by the SIS and then assessed the savings potential of automation by: (1) interviewing personnel in admissions and records, financial aid, veterans' services, student services, Extended Opportunity Programs and Services, and counseling divisions to determine work-time allocations for each of their duties; (2) assessing the proportion of manual functions within those duties that would be displaced; (3) determining the probable amount of time required to maintain the automated portions of their duties; (4) computing the amount of staff time currently required to perform those duties; and (5) assessing the post-automation savings in time and salaries. The second part of the study sought to establish baseline indicators to be remeasured periodically to assess productivity in the way of post-automation inputs and outputs for the same student services. The study report includes tables illustrating: the advantages and disadvantages of SIS in terms of financial, administrative, political, and legal constraints; the percentage of student services functions to be automated; the change in the number of hours required to maintain 119 functions after automation; and average unit costs in five student services areas.
