Current Subcounty Allocation Practices: Volume I of the Title I, ESEA, Subcounty Allocation Study.

In this report, subcounty allocation of Title I of the Elementary and Secondary Education Act (ESEA) funds is described in terms of direct allocation, use of the statutory formula emphasizing census data, United States Office of Education (USOE) regulations, participating states, geographic and administrative overlaps, hold harmless adjustments and reallocation procedures. Methods States use for allocation within counties are explained. Acquisition of data for subcounty allocation are outlined with reference to: (1) complaints from school districts concerning the subcounty allocation of funds; (2) USOE reviews of State programs; (3) costs incurred by State and local agencies; and (4) systematic assessment of subcounty allocated funds. An annotated reprint of Title I of the ESEA, Title I, as ammended, is appended. (WI)
