The purpose of this study was to determine the feasibility of utilizing closed circuit television as a rehabilitative tool in any or all seven of Ohio's state correctional institutions. Criteria for feasibility were based on a review of the historical background and philosophy of the State of Ohio Department of Rehabilitation and Correction, the responses to the proposed plan by key decision-makers in the system, economic ramifications, and a review of the literature of social change and of other feasibility studies. The responses of key members of the correctional system were evaluated according to a conceptual model of innovation decision-making, while economic considerations were assessed through a mail questionnaire survey about radio and television equipment already in use. While the proposed innovation is feasible, the data suggested an optimum, rather than maximum, use of the system. Several recommendations concerning the implementation of the program are discussed, and options and alternatives to these recommendations are outlined. (Author/KS)
