This long-range plan for the Pennsylvania College of Technology (PCT) is divided into three main sections. Part I provides an overview of planning at PCT, including a definition of long-range planning, the college philosophy, mission, and vision statements, major institutional initiatives for 1991-92, and accreditation agency recommendations regarding institutional self-study. Part II presents area, goal, and task statements regarding: (1) instruction, including standards for credentials, curriculum portfolios, outcomes assessment, foundation skills, lifelong learning, instructional delivery and management, noncredit programming, and business industry training; (2) student support, including student recruitment and retention, part-time nontraditional students, matriculation, student life, and services for students; (3) academic support, including program development and evaluation, staff development, media and computer use, and general academic support services; (4) institutional support, including executive management, budget and finance, human resources, physical plant, general administration and logistical services, and quality assurance; and (5) public service including technical consultation and enrichment programming. Finally, part III presents a planning manual designed to make planning understandable to every member of the college community as well as to facilitate their participation in the planning and governance process. The manual describes the components of PCT's strategic long-range planning cycle, indicating the primary participants, actions taken, and a proposed time frame for completing the actions. (JMC)
