Education is a basic human right for all people, according to the Universal Declaration of Human Rights. Article 22 of the Children's' Rights Convention stipulates that the Nations are obligated to guarantee that any child requesting refuge receive appropriate protection, humanitarian assistance and full enjoyment of all the rights contemplated in the Convention, including the obligation of providing quick and complete access to education and a fast integration to the regular education system. This current research is titled A practical integration model for the education factor in emergency management plans. The purpose of this study was to develop a practical model geared to the educational component in the plans for the preparation and response to emergencies for the Haitian communities. This model was guided by the framework of the Minimum norms for education in situations of emergency, chronic crisis and early reconstruction, prepared by the International Network for Education in Emergencies (INEE), suggestions by the participants of the study, and by voluntary service experience in Haiti. The research was executed through the case study method with semi-structured interviews. A questionnaire protocol was assessed and approved by a panel of experts and was used to carry out the interviews. The participants were representatives of international ONGs with a presence in Haiti, Haitian educators, experts in education rights, and volunteer personnel. Education is a fundamental right. Access to it allows people to obtain other rights and to exercise them. When provided in safe learning environments, education can also perform an essential function for the physical, cognitive and psycho-social protection of the victims, particularly children and adolescents, as well as for the long term recovery of the communities.
