Pueblo Management Development: An Approach Toward the Development of Pueblo Leaders and Their Governmental Operations.

With the emphasis changing from paternalism by the federal government to self determination, it is time to set aside tribal politics and work toward developing, strengthening and improving Pueblo governments and leaders. By incorporating basic management techniques into the operation of tribal governments while taking into account laws of the United States and demands of the people who comprise tribal communities, Pueblos can develop sound, businesslike tribal governments without moving away from a traditional form of government. Techniques such as instituting a span of control with a chain of command and lines of authority, creating an organizational chart and a written description for each position in the tribal government, and developing a personnel policy with standards and procedures for appointing, paying, training; promoting or dismissing tribal government employees can provide a basic step in the developmental process. Establishing a reputation of professionalism and quality within tribal governments and organizing and utilizing an effective system of communication between the people and their tribal governments are other key areas for development. To assure continuity programs must be coordinated from year to year to withstand changes in tribal leadership. To prevent deterioration of integrity of funds and to assure continued and increased appropriations by Congress, a complete financial system supported by vouchers must be implemented. (NEC)
