National All-Age Career Guidance Services: Evidence and Issues

The three major national all-age career guidance services--in New Zealand, Scotland and Wales--have been reviewed using an adaptation of the methodology adopted in the OECD Career Guidance Policy Review. The main features of the three services are summarised, and some key differences and distinctive strengths are outlined. The alternative approach currently adopted by the Labour Government in England, of an all-age strategy rather than an all-age service, is described. Finally, the pros and cons of an all-age service are discussed, in the context of the Conservative Party's proposals to introduce such a service in England. It is concluded that the arguments for an all-age service are strong, and supported by the existing evidence. (Contains 1 table and 2 notes.)
