A Car Passenger Safety Curriculum was developed for Grades K-6 and pilot tested in 10 elementary schools. Five schools served as treatment schools, five as comparison schools. The curriculum included materials at K-1, 2-3, and 4-6 grade levels. Observations were made of belt usage by students, and knowledge tests were administered to students before the curriculum materials were used. Workshops were conducted with teachers at the five treatment schools to familiarize them with the importance and effectiveness of safety belt use and with the curriculum materials. After the curriculum materials were introduced, knowledge tests were administered and observations of seat belt use were again made. In addition, principals and teachers at the treatment schools completed questionnaires to provide information on administrative and teaching feasibility of the curriculum. The knowledge tests provided mixed results. Observational data showed significant increases in use by children at the treatment schools where the net gain was almost two and one half times that in the comparison schools. However, the absolute level of belt use was very low, starting at 3 percent and increasing in the treatment group to 14 percent. It must be recognized that educational efforts alone are insufficient and that other low cost, effective strategies are available for increasing seat belt use.
