A Policy Analysis of Missouri Community College Residence Hall Discipline Policies with an Analysis of Changes in the State Fair Community College Residence Hall Policy

Community colleges in the United States have long been known as institutions of equal opportunity and affordable education. One facet of student life appearing at more and more community colleges is the addition of residence halls. Still, the number of community colleges with on-campus living is relatively small, and for the campuses with residence halls, one common, recurring assumption is made regarding a lack of discipline within the living facilities. This endeavor can be an expensive venture, especially for a community college that may not have the resources or funds to take a substantial financial risk. The administration of a community college needs ample justification and support to get a project of this magnitude approved by the governing board. One important piece of justification and support an institution must be prepared to provide is a thorough residence hall disciplinary code. Such a code would reduce the primary concern that mischief and distractions within the halls could detract from the educational mission of the college. This report analyzed five Missouri Community College residence hall disciplinary codes and compared to recommended codes in residence hall literature and best practices. A set of criteria was developed and the Council for the Advancement of Standards in Higher Education was used as a guide in order to make a recommendation. The recommendation of this research is to use the key criteria when building a residence hall discipline code but to remember the regional issues each college may face. A standard template for residence hall codes should be developed statewide in order to provide consistency and legal structure while still being flexible enough to adapt to specific college needs.
