This study presents a typology for foundations to use in selecting potential revenue sources, assuming that foundations function as the comprehensive philanthropic vehicle for institutions. Data come from the author's higher education fundraising experience and a national survey of public colleges and universities and their institutionally related foundations. The study aggregates institutional and foundation fundraising budgets, fundraising results, and related information. It defines amounts raised and reported in accord with industry standards as fundraising productivity, expressing the ratio between fundraising costs and funds raised as the fundraising cost index. The study addresses how much it costs to raise money; how much more it costs to raise more money; and how college and university foundations can increase budgets to support increased fundraising.
