The manual summarizes information on 39 programs and services in nine agencies available for handicapped children ages birth to 5 in New York state. A matrix depicting programs and services and a fact sheet describing each program on the matrix are provided for the nine agencies: State Education Department, Department of Health, Office of Mental Health, Office of Mental Retardation and Developmental Disabilities, Department of Social Services, Head Start, Council on Children and Families, Department of Agriculture and Markets, and Commission of Quality of Care of the Mentally Disabled. Fact sheets discuss services in terms of authorization, eligibility, objectives, types of assistance or service, a brief description, and contacts. (CL)
