This document contains a handbook and a booklet of classroom activities to use with the handbook. The handbook is a compilation of the law, procedures, and practices which govern the legislative process in Georgia. It addresses the practical problems faced by members of the Georgia legislature. Chapter one discusses the General Assembly, its origin, sessions, membership, and size. Chapter two provides information on elections, financial remuneration, fringe benefits, offices and parking, and the privileges and immunities of members. Chapter three covers the convening and organizing of the legislature, including the election of officers for both houses and the committee system. Chapter four explains powers and limitations in both lawmaking and non-lawmaking capacities. Sample and joint resolutions and bills are examined in chapter five. The elements of the lawmaking process which include drafting, introducing and reading of bills, the calendar, floor debate, voting and post legislative action, are dealt with in chapter six. Chapter seven details rules of procedure, particularly motions. The final chapter examines legislative staff and resources. The classroom activities include tests and worksheets, a legislative glossary, a chart showing how a bill becomes a law, and a crossword puzzle and key.
