Understanding Votes of No Confidence in Community College Presidents

Votes of no confidence have increasingly been used, particularly by internal campus constituents, to indicate severe discontent with and distrust of higher education presidents. No national benchmarking institution or educational agency collects data on votes of no confidence or sets standards for what is considered a normal number of votes of no confidence. An extensive literature review relevant to the topic of votes of no confidence and a historical review of primary source documents containing the charge of a vote of no confidence against community college presidents were conducted via a content analysis. Similarities and differences were found in the literature review and in the data collected from the content analysis. The four areas of similarities include communication challenges between the president and the faculty, unresolved issues and conflicts, perceived violations of shared governance principles, and symbolism of the vote of no confidence. The content analysis identified two issues that were not revealed by the review of the literature: actions of the board of trustees, and the need for professional development. Recommendations are presented to community college presidents and boards for mitigating votes of no confidence, responding to votes taken against a president, and strategies for managing campus relationships.
