The Decline of Competition: A Study of Cooperative Approaches to University Research Management. ASHE Annual Meeting Paper.

This paper analyzes the organizational strategies and dynamics of cooperation appropriate to research consortia. The experiences of nine existing research consortia are reviewed in an effort to propose guidelines for practice in the design of research consortia, and to expand understanding of the nature of interinstitutional cooperation. The nine consortia studied are: Associated Western Universities, Corporation for Science and Technology, Microelectronics Center, Oak Ridge Associate Universities, South-East Consortium for International Development, Southeastern Universities Research Association, Southern Regional Education Board Faculty Research Grant Program, Universities Space Research Association, and University Corporation for Atmospheric Research. The study found that the forces behind pressure for cooperation in research include resources restricted by the growing impact of the federal deficit, the increasing expense and capacity of high technology research facilities, state-level concern for economic development, and the role of higher education as economic partner with business. Organizational characteristics that facilitate cooperation include, among others, participation of entrepreneurial faculty, achievement of success in one major project, which can lead to additional areas for cooperation, and use of political and corporate endorsement and participation to break down rivalries among institutions.
