Designed to encourage public action in the media, this "action kit" consists of articles and reports dealing with the subjects of peace and the news media. Included are an article by Federal Communications Commissioner Nicholas Jackson which argues that the "law of effective reform" should be applied to the Federal Communications Commission (FCC) to make it a more effective guardian of public interest in television (TV); a procedure outline for local groups seeking to use the "Fairness Doctrine" of the FCC to obtain public service time on radio and TV stations for broadcasts on peace issues; a discussion of TV broadcaster's public service obligations; a brief analysis of TV's presentation of the news with suggestions for more complete and accurate news coverage; a discussion of personal contact with media reporters as a route to media access; practical first steps for translating words into action; the results of a study of public confidence in the press; and a presentation of the problem of biased, underqualified radio newscasters.
