The Development of the New York State Bank of Reading Objectives.

This report presents the rationale, structure, content and procedures for the computerized bank of reading objectives being developed for New York State schools. The project was initiated to provide a technical resource which would contribute to planning, design, and evaluation of reading programs. The report defines the organizing concepts for the project, including a generalized format for writing objectives (the generic objective), a procedure for organizing the generic form of objectives into a summative or criterion objective, and a structure for scaling reading content and associating it with objectives. The report describes a computerized processing technique called SCAN (System for Coding and Analysis), which eliminates redundancy in a developing bank of objectives. The implications of the banking development are discussed in terms of supporting basic and applied research in reading. (Author/CK)
