Guidelines for the planning, implementation, and evaluation of nationwide programs for the training and utilization of traditional birth attendants (TBAs) are presented. The guide begins with a chart outlining the steps in the development and evaluation of TBA programs. The next section discusses the formulation of basic policies regarding the function of trained TBAs and the facilities made available to them by governments followed by a section on the gathering of information on material and child health family planning services, and local beliefs and practices. The planning and development of a training program are discussed in the next section that includes definitions of functions and tasks, the selection and preparation of trainers and trainees, and the development of a training course. The last two sections examine the evaluation of trainees and trainers, teaching materials and methods, learning objectives, and the program as a whole; and the articulation of TBAs with organized health systems including such aspects as the supervision and continuing education of TBAs to other health workers, and the regulation of the TBA's practice. Following these sections are eighteen figures including various questionnaires, forms, checklists, and tests actually used in a number of developing countries. Concluding the document are references and notes related to information presented in the guide. (JH)
