Forum: House of Cards--or--Trojan Horse?: A Response to Ralf St. Clair's House of Cards: Analyzing "Making Skills Everyone's Business"
Scully-Russ, Ellen
Journal of Research and Practice for Adult Literacy, Secondary, and Basic Education, v4 n2 p43-46 Sum 2015
In this article, Ellen Scully-Russ responds to St. Clair's analysis (EJ1072357) of the recent policy report from the Office of Career, Technical and Adult Education, "Making Skills Everyone's Business: A Call to Transform Adult Learning in the United States" (MSEB) (United States Department of Education [USDoE], 2015). While Scully-Russ agrees with St. Clair's house of cards thesis, she disagrees with his response to the "potentially perilous prescription" that is contained in the report. Rather than hope to "avoid the tremors" that may shake the table and tumble the cards, Scully-Russ calls on educators to be strategic in playing the relatively good hand they are dealt in this report. She asks, "can we turn the faulty set of assumptions about the link between skill and the economy (St. Clair's house of cards) into a Trojan horse that allows us to drive a new literacy and adult education agenda that is more aligned with the needs of people and society today?" Herein, Scully-Russ first summarizes her understanding of St. Clair's house of cards thesis. Next, she reviews the relatively good hand teachers are dealt in this report, specifically the progressive elements that, as St. Clair says, can broaden and challenge one's thinking about literacy and adult education. Finally, she offers three action imperatives that will help educators take advantage of the opportunities embedded in this report.
