ECIA, Chapter 1: Disadvantaged Child Project. Portland Public Schools Year-End Evaluation Report, 1984-85.
Yagi, Kan; And Others
The Portland Public Schools 1984-85 Chapter 1 project included 4 public high schools, 48 public elementary schools, and 14 nonpublic elementary schools. About 6,500 students received supplementary support in basic skills, reading and/or math, in the 66 schools. These schools implemented three types of programs: HOSTS, Prescription Learning System and Garden Variety individual school-developed programs. Due to student needs and high mobility, Chapter 1 instruction is highly individualized or in small groups. Summative evaluation of the project showed satisfactory progress of the students overall in reading and math regardless of the particular program in which they were enrolled. Differences in achievement of students in the three programs were not sufficiently marked to merit endorsing one program over another. The average gains of nearly every Chapter 1 school program were equal to or larger than the average for the district. A research model and strategy for studying selected variables and their effect on student achievement were developed in the 1984-85 school year. The next step is to develop theories and ways to measure the variables. Details of this research study are presented in a separate report currently in draft form. (PN)
