The Swedish government appointed a parliamentary committee on mass media in 1982 to investigate the mass media structure of the country. The committee was charged with the drafting of workable principles for the further development and utilization of new techniques, e.g., satellites and cable services. This report outlines the main tasks involved in the charge, and presents a summary of the committee's findings. The committee's charge was to: (1) consider how the new communications technologies might be ranged into a media structure conducive to variety and diversity; (2) recommend stipulations of cultural and mass media policy to be made concerning the expansion of cable systems; (3) put forward recommendations concerning the way new technologies were to be used for mass media purposes; (4) investigate problems arising from media distribution to foreign countries; and (5) recommend cost apportionments between subscribers and levy of payment for network use. This summary report addresses these issues, as well as questions of content liability of cable programs, syndication of cable networks, support for freedom of enterprise in establishing cable networks, and conceivable effects of new media on the population.
