A study was conducted on the use of the Guidance Information System (GIS), an on-line computer information retrieval system for occupational, two-year college, four-year college, and scholarship and financial aid information, in four detention/correctional facilities in New York. These were the Queens House of Detention for Men (QHDM), Brooklyn House of Detention for Men (BHD), New York City Correctional Institution for Women, and Queensborough Correctional Facility (QFC). The study revealed that differences in utilization rates among similar types of sites (GIS-use was also studied in high schools and community colleges) were as great or greater than those between sites; the rate of use at QHDM was several times that of the Women's Correctional Institution--the site with the second highest rate of use. In all sites, whether colleges, high schools, or prisons, which were deemed "reluctant" because of underutilization of the system, the decision to participate was usually made by an administrator who remained removed from the day-to-day operations and did not provide ample support to those directly in charge of the project. It was also found that the more fragmented the organizational structure of the institution, the greater the lag in full project implementation; secured environments were generally slowest in integrating GIS into on-going programs. Staff reaction at most prison sites was favorable. (MB)
