This document is comprised of the three 2002 issues of a newsletter devoted to identifying and promoting strategies to reduce the poverty rate of young children and to improve the life chances of children still living in poverty. The Winter issue includes the following articles: (1) "NCCP [National Center for Children in Poverty] Responds to New Environment for Children and Low-Income Families"; (2) "Welfare Reform and the Current Recession"; and (3) "Issues Facing New York City's Low-Income Families More Acute after World Trade Center Attack." Articles in the Spring/Summer issue include the following: (1) "Framing the PRWORA/TANF [Personal Responsibility and Work Opportunity Reconciliation Act/Temporary Assistance for Needy Families] Reauthorization Debate"; (2) "Making TANF Work Better for Children"; and (3) "Anti-Poverty Program Makes Progress in United Kingdom." The Fall issue includes the following articles: (1) "Children's Readiness for School: Toward a Strategic Policy Framework"; (2) "Infancy Not Too Early To Plan for School Success"; and (3) "Child Care Inadequate for Vulnerable Young Children." Regular sections in each issue of the newsletter include current activities of the National Center for Children in Poverty (NCCP) and information on publications available from NCCP. (HTH)
