This publication of the Association of Puerto Rican Executive Directors (APRED) presents recommendations for action by the New York State legislature to improve opportunities and services for the Puerto Rican and Latino community. The agenda for legislative action, produced by the APRED Legislative Task Force, calls for the integration of the community in the social, economic, and political mainstream of the state. The report is prefaced by a director's message and an introduction. The main body of the report is divided into three sections. Following an agenda preface, section I presents policy statements, background, and recommendations for legislative action on the following issues relating to the Puerto Rican/Latino community: (1) AIDS; (2) children and families; (3) criminal justice; (4) education; (5) economic development; (6) elderly; (7) health/mental health; (8) higher education; (9) housing; (10) income security; (11) institutional and community development; (12) racial justice; and (13) substance abuse. Section II offers APRED's position on state revenues; it presents a policy and background statement and proposes the following recommendations: (1) restoring the personal income tax progressivity; (2) broadening the corporate business tax base; and (3) postponing a state tax cut. Section III includes a partial listing of APRED Legislative Task Force participants and contributors, and a 72-item bibliography. (AF)
