Missouri Professional Development Guidelines for Student Success.

These guidelines help professional development chairs, administrators, and teachers collaboratively plan for the ongoing skill development and content acquisition of staff members. Section 1, "Missions, Mandates, and Regulations for Professional Development," describes the mission of professional development as supporting teachers in continuing efforts to improve instruction. The section highlights: statutory authority for professional development; Missouri School Improvement (MSIP) standards; teacher certification; and "show me" standards, curriculum framework, and assessment system. Section 2, "Professional Development Roles and Responsibilities," discusses support for professional development and the roles of the Department of Elementary and Secondary Education, the School Board, the administration, and the professional development committee (PDC). Section 3, "PDC Budget," discusses funds for professional development, allowable expenditures, nonallowable expenditures, budgeting, and accounting for expenditures. Section 4, "Planning, Implementation, and Evaluation of Professional Development," discusses defining and designing professional development; planning for professional development; implementing professional development (teaming and adult learning); and assessing/evaluating. Section 5, "Resources," offers information on state professional development initiatives, national staff development standards, and other resources. Eight appendixes present (1) current MSIP professional development report form, (2) certification forms, (3) "show me" standards, (4) sample Board of Education policies for professional development, (5) a sample individual professional development plan, (6) a sample district professional development plan (including budget summary), (7) sample team activities, and (8) a sample of an informal professional development survey.
