The 1990 Josephine L. Taylor Leadership Institute addressed the theme "Funding Drives Service Decisions: A Moral Dilemma." Institute participants identified specific dilemmas related to legislation, funding, and placement issues in education and rehabilitation of visually handicapped individuals.
