A Guide to Occupational Program Planning Using the HOEPS (Hawaii Occupational Employment Planning System).

This guide is intended to help bridge the gap between the goal of fitting individuals for gainful and satisfying employment and the realities of the labor market which must provide that employment. It provides occupational program planners with simple suggestions on how to incorporate pertinent information into the planning process at minimal cost using data resources from the Hawaii Occupational Employment Planning System (HOEPS). The eight steps in the Occupational Program Planning Process for HOEPS are outlined together with the resources needed and the product of each step. A diagram of the HOEPS Program Planning Structure is then provided, followed by a guide to occupational program planning using the HOEPS. Four steps are described: creation of a list of occupations, refinement of the occupational list, analysis of occupational program need, and program design. The eight tasks are grouped under the four steps and are also described. Appendixes, amounting to over one-half of the guide, include (1) two chapters from the National Occupational Information Coordinating Committee's "OIS Handbook, Volume 2: Occupational Information Analysis" on quantitative analysis--issues and procedures and qualitative analysis--interpretation and explanation; (2) information on how to use the microcomputer delivery system MICRO-0IS/CIDS in the occupational planning process; and (3) tables.
