Assessment of Training Needs for Arizona Student Financial Aid Practitioners. Final Report.

The present and future training needs of financial aid practitioners (financial aid officers, counselors, and support staff personnel) at Arizona colleges and government agencies were assessed. Attention was directed to the literature on training and programs for financial aid practitioners, as well as the possibilities of developing a coordination model for training in the state. A survey was conducted of 153 representatives of government agencies and postsecondary institutions, including 58 administrators, 33 counselors, 43 office staff, and 19 fiscal officers. For these four respondent groups, comparisons were made on demographic and institutional factors and on 19 financial aid concerns. An index for each respondent group was developed to summarize respondents' views of how well prior training programs had met their needs for information. This index was intended primarily for evaluation, while a second index, intended to assess future training needs, was also developed. It was found that the level of need for further training programs was sharply different among the four respondent groups. In addition, the need levels were different for many functional areas within each group. Training needs surveys for each of the four respondent groups are included, along with statistical findings of the study and a literature review. (SW)
