This article describes San Diego's capital planning process. As part of its capital planning process, the San Diego Unified School District has developed a systematic analysis of functional quality at each of its school sites. The advantage of this approach is that it seeks to develop and apply quantifiable metrics and standards for the more qualitative aspects of functional performance. Once quantified, these various factors can be weighted and ranked--an equally important ingredient in any meaningful capital planning process. (Contains 3 footnotes.)
