Evaluation of an Organizational Development Program for Social Service Agencies. Final Report 77-2.

This report describes and evaluates an agency development program designed to aid administrators and supervisors of local social services to achieve effective agency performance. The program was conducted for a period of one year within four local agencies; two additional agencies were used as control groups. Assistance was provided through training, materials, and guidance toward creating positive work context factors. Such factors include employees' attitudes toward the agency and their work, motivation, communication, role perceptions, performance, training, and organizational competence. Results indicate that the agency development program is a feasible means for improving these work context factors. However, much responsibility for the program's success depends on the efforts and skills of the agency's administrators. Also, introduction to the program should be carefully planned to include accurate communication as to its requirements, procedures, and benefits. Implementation should be voluntary on the part of local management. The report contains separate sections on methods, procedures, and evaluation. An outline of administrator and supervisor training programs, a copy of the agency personnel questionnaire, and a list of work context factors and scores are included in appendices. (KC)
