The Chancellor of the New York City Board of Education discusses, in his testimony before a May 1974 public hearing of the New York City Commission on Human Rights why the goal of integration in New York City, as in other inner city areas throughout the country, remained so elusive, noting that 66 percent of public school children in New York City are minority group children.
