This policy statement is designed to provide guidelines that will ensure the maintenance and improvement of the collection and services of the Leon E. Bloch Law Library at the University of Missouri-Kansas City in the period 1985 to 2000. The policy sets appropriate quality goals while simultaneously providing for flexibility in alternative goal-achievement guidelines for computer access to databases and interlibrary loans. The plan establishes seven collection levels--from exhaustive collecting to collection only on demand--for almost every anticipated subject or jurisdiction in which the law library may have an interest. The plan contains five major sections. The first, Purpose and Operative Principles, details the purpose of the policy, the present status of the law library, and the organization of the acquisitons policy guidelines statement. The second provides definitions of terms used to describe selection and services capabilities. The third section, on coordination and cooperation with other libraries, details cooperative efforts on-campus, with units of the University of Missouri, and with the Mid-American Consortium of Law School Libraries. Effects of cooperative agreements on the collection development plan are briefly noted. The fourth section presents mission statements and describes educational programs and enhanced support in specific formats and area emphases. The final section presents specific guidelines, together with a summary of the guidelines which indicates the collection level prior to enhancement, dollar amounts needed to bring the level into the exhaustive range, and annual amount needed to represent a significant enhancement.
