The 1973 statewide (Maryland) educational accountability plan, for which this report was compiled, called for the development and establishment of statewide and local goals in reading, writing, and mathematics; a comprehensive and uniform statewide testing program; procedures for collecting data on student, home, community, and school characteristics; and a method whereby school systems would report test results and other information to the state. This report on functional reading test results for the school year 1976-1977 offers a description of the statewide functional reading program, defines the goals and objectives of the program, analyzes the reading test results for grades seven and eleven according to the state level results, system level results, and personal development (the section of the test that analyzes student response to reading), and concludes with general observations regarding the test results and suggestions for improving the plan. Four appendixes (illustrated by tables and charts) comprise the major portion of the report and include the Maryland Educational Accountability Act, the Maryland statewide goals in reading, system and school level results presented by county, and a follow-up discussion of pilot schools in the Maryland functional reading program.
