Two contrasting models of educational planning are described: the "technocratic," which dominated educational planning in the past; and the currently utilized "political," in which decisions emerge as the result of interplay between powerful pressure groups. The future is seen as likely to hold still greater conflict in education, with still more overtly political decision making. (Author/PHR)
