The report presents the results of an evaluation of New York's 13 Alcoholism Treatment Centers (ATCs). The goals of the evaluation were to review the role of the ATCs in relation to other alcoholism treatment facilities, to assess their effectiveness and efficiency, and to determine how much money is collected for service provided to patients. Following the executive summary, the introduction briefly defines and provides data on the incidence of alcoholism, and describes the goals of the ACTs and their organization. Chapter II provides: a description of the ACTs' service areas, with data on patient characteristics, and occupancy rates by service type (detoxification, rehabilitation, communtiy living); descriptions of program responses to poly-drug users, treatment rationale and methods, and program plans for state, county, and city services; and findings of a study of the effectiveness of the ACTs. Chapter III reviews the scope and results of monitoring of ACTs by the Joint Commission on Accreditation of Hospitals (JCAH) and by the New York State Division of Alcohol Abuse and Alcoholism. Chapter IV reviews the costs, staffing, of revenues of the ACTs. The appendices include a list of those interviewed and contacted for the evaluation, and copies of the correspondence between the agencies involved in the evaluation. (MCF)
