The intent of Title IV-C of the Elementary and Secondary Education Act (the Education Amendments of 1974) is to establish innovative and exemplary projects that provide creative or imaginative solutions to problems in the areas of supplementary centers and services, health and nutritional demonstrations, and dropout prevention. The purposes of this manual are to interpret the federal regulations and to provide project staff with guidelines for administering the projects. The manual addresses the understanding of how effective change takes place that is part of the act; general program information; grant application development and review procedures; participation of private, nonprofit schools; project management; and fiscal management, accounting, and auditing procedures.
